As for the security, Windows Defender is the only good free commercial AV.
Almost every open source software can be used for commercial purposes.
Softpedia nicely shows, what of kind of licence does the product have.
A bunch of software, which might come handy at any computer:

    7-Zip Download
    AxCrypt Download
    CleanMem Download
    Google Chrome Download
    Foxit Reader Download
    LibreOffice Download
    Media Player Classic
    XnView Download

    Question is too open.

Is pc for cafe customers to access internet, email primarily

If so, I would put very little on the PC, and lock down the security so people cannot install anything. Maybe a few games for fun.

You could set up a shortcut for ms wordpad. notepad etc. to give basic wp/text editing capability.

Also a good AV program/firewall is advisable.

More importantly, make an image backup of the pc when configured using Macrium Reflect Free or similar, so if the customers manage to screw up the pc or get it infected with a virus/malware, you can quickly restore PC back to it base configuration.

Under no circumstances allow customers to have admin rights.

    Are you serious?

Really you need something like AVG or Avast. Erring more towards AVG.

@Brandon23 a good place to download your software is ninite.com, you can download and install what you want from a selection and its all the latest versions of the most popular software.

As far as I know, they are not available for free for commercial use.

You have a fair point there, but MSD isn't known for its reliability.
