All Windows 10 Apps Don't Start

So I'm sure everyone has run into this problem, here's what I've done:

PowerShell Admin >> I've done everything here. didn't work. (including all manual re-installations by acquiring rights to edit my WindowsApp folder on C:/ProgramFiles)

Create New User >> Tried this, didn't work.

System Restore >> Tried this, didn't work, -- may have caused the issue in the first place.

    Re-Install Windows 10 with Built-In Upgrade>> made it worse.

WSRESET.EXE>> always returns error message "The application cannot be started. Try re-installing the application."

    My Entire Story:

Everything was working fine, got a virus, had to system restore, Windows Store and Xbox Apps couldn't open.

Tried all Powershell options and WSRESET.EXE and didn't budge.

Found out my system was still on Win 10 Version 10.0 OS Build 10240 and couldn't update on its own.

I did a Built-In Upgrade to the latest version of Windows 10 - Version 1511 (OS Build 10586.164) and It mad ALL of my apps fail to start.

More of all of the PowerShell stuff.

after 4 days of working heavily on fixing this, it simply won't fix.

The PowerShell command destroys all store apps now(a known bug).
Your only hope short of a clean install, is a repair install(which most likely will repair everything:
Repair Install Windows 10 with an In-place Upgrade - Windows 10 Forums

Edit: You said it made it worse? How do you mean worse?

I wen't from only having a few programs being unable to start to having all of my windows 10 apps unable to start with exception to Cortana and Edge Browser.

I'm attempting another Repair Install today.

I nuked my apps with that command too, and the repair install fixed everything. But I did have a one month old system image, to go back to, if it had not worked.

Yeah that's sounds about as similar as my experience, I just didn't have the restore point because it was caused after a restore.

Also, I just did Repair Install Windows 10 with an In-place Upgrade - Windows 10 Forums again and this time the windows apps aren't even installed on the machine, or at least they think they're not installed. I made a new user and they don't pop up in the start menus and when I try to download a suggested windows store app it says "you new a new app >> Windows Store, to get this.

I'll activate my admin in a sec here to see if the WindowsApp folder is empty.

A few more thing you can check:

    • You have the correct time zone set(control panel>> Date and Time >> Date and Time tab
    • Try resyncing the computer time with internet time, while there. >> Internet Time tab >> Change settings >> Update Now
    • In the Settings App>> Privacy >> Location Make sure everything you want to use is set to "On"
    • If you're using a 3rd party AV and/or Firewall, you might need to give permission to use the apps(I can't remember what needs to be set here)

I'll try all that, just noticed all the tabs were "off" for location.

If all else fails I'll backup the WindowsApp folder to another location and re-install again.

Thanks for all the help and tips!
