Fatal error when installing MS Expressions Encoder 4

I am trying to install the free version of the MS Expressions Encoder 4 on my Windows 10 PC. What I want to do is to do a video of my desktop. I understand this application does this.

As bad luck would have it, it is refusing to install. I understand there is a 2-stage installation of the app: one for the codec, and one for the application. It chokes on the first stage.

I could have sworn the progress bar went past the codec installation, but that does not seem to be the case according to the message above.

I could give the full output, but it is quite long. This is just the error message. The web page for the app says the system requirements are Windows 7 down to XP SP3. Am I wasting my time installing this on Windows 10, or is there a fix?

I was able to inch my way a little further after reading some more and getting further ideas. I had a virtual drive mounted from the same drive I was running the installation, and when I unmounted it, the installation program successfully installs part way, but now chokes on the second stage in the same way. I have provided the line before the error message and the line after it, hopefully for more clarity:

I think what it should do is roll back the installation, however, it appears that subsequent attempts behave differently during installation, telling me that the installer does not return the OS to the previous state before installation, and instead leaves traces of itself around.

I tried to install a second time, (the Service Pack 2 version this time) and now the error log is a whole lot shorter. I can give it to you in its entirety:
