Problem with Visual C++ runtime on Win 10 1903

I have an HP Z840 with Win 10 1903 installed. HP has a very nice program called Performance Advisor. Unfortunately I’m having issues with this program and Win 10 1903. It will cause a forced restart of my computer shortly after the program is launched. I have determined that the culprit is the Visual C++ x64 runtimes... as more than one version will cause this crash. Without any of these runtimes, the program will work in a clean install of Windows although all it’s features aren’t available. An error message in the program will also appear asking for C++ 2015 to be installed. I’ve reported this issue to HP, but they say their test rig is working fine with 1903. On HP’s support forums, others are also experiencing this. I’d like to do a trace of this program to discover the source of these forced restarts. Obviously it’s something to do with the program itself and how it utilizes Visual C++ in Win 1903. But, the crash or forced restart is so quick, the only error I can find is the computer was shut down in an unusual way. Help!!!

You really do not need that software. Okay to remove.

True it’s not a necessary program... I like it because you can change BIOS settings inside Windows without going into the BIOS menu on startup. Just do a restart and your changes are made. If there was another program or method of changing these settings inside of the windows environment, I definitely wouldn’t care if it works or not. I forgot to mention that the program does works perfectly with Windows 10 1809.
It’s possible the HP test rig is using a HP version of Windows 10 1903... it being HP’s customized OEM version vs the Microsoft retail one.
