Its okay :), btw before i did in-place upgrade, I remove the store with this Powershell command Get-appxprovisionedpackage –online | where-object {$_.packagename –like "*windowsstore*"} | remove-appxprovisionedpackage –online, refer to Apps - Uninstall in Windows 10 - Windows 10 Forums in "To remove Store app from new accounts created afterwards". So, I think delete WindowsApps folder will not work because it similar with what I did before isnt it?

What build of Windows did you do that powershell command in? As 10586, that command is broken and won't work. Removing WindowsApps folder isn't the same as what you did is the uninstall of the app. It will still exist in WindowsApps.

Sorry again Almighty1 for long reply, after I tried your last solution except the in-place upgrade step, I cant confirm it will work or not. But, when I tried your solution at delete WindowsApps folder's step, I do trial and error that I press Enable Inheritance Button then press continue if some error dialog pops out. Now Im happy to say it solve my problem, thank you so much Almighty1 for your help for my problem :)

There is no need to do a clean install, Delete C:\Program Files\WindowsApps and then do a in-place upgrade.
Thanks. Ur solution helped me get my Xbox app working after receiving the error "We can't sign you in right now. Try again later. (0x406)" after the splash screen
