MS Paint isn't in win 10...but can be reinstated.
Get Classic Paint back in Windows 10 Creators Update

It should be listed under Windows Accessories in the All programs list. Has been back to Windows 8.1 up to the latest version of Windows 10 on mine.
If not locate it as detailed in post #3 and then you can Right click mspaint.exe for Pin to Start, make Shortcut etc.

That article is more than five years old.
Paint is now an optional feature and/or a store app.

This MSPaint has been in all my Windows 10 installations the whole time.
MS have never removed it.
That WinAero link is, as its name suggests, about restoring a particular version of MSPaint and not about the existence of MSPaint itself [C:\Windows\System32\mspaint.exe].
As you & NMI point out above, MSPaint can be removed by deliberate action but the OP makes no mention of having done so.
