Upgrade from 8.1 to 10. No Microsoft Store and no "Modern" Apps

I just upgraded a reasonably new Dell XPS from Win 8.1 to Windows 10 Home. The upgrade appeared to progress normally but when finished I couldn't find any "modern" apps and then I saw that when I clicked on the Store icon. I get a message that there is a problem with the Store and to contact my system administrator. That's me and I don't have a clue I've tried may suggestions found surfing but no success.

    Any insight appreciated.

I have gone through both pages and done everything requested.

To the MSReset.exe it replies with a message that I need to have the Store app installed.

I did a complete reinstall of Win 10 Home - No change at all

I tried the powershell commad and it failed with this response: "= : The term '=' is not recognized as the name of a cmdlet, function, script file, or operable program. Check the
spelling of the name, or if a path was included, verify that the path is correct and try again.

    + & { = (Get-AppxPackage Microsoft.WindowsStore).InstallLocation + '\Ap ...
    + ~
    + CategoryInfo : ObjectNotFound: (=:String) [], CommandNotFoundException"

I was upgrading from Win 8.1. Is it possible that I had all Modern Apps turned off or banned in 8.1 and that has carried over to Win 10?

Right now I'm pretty much dead in the water so any help appreciated.
