    It certainly sound like it is either something in Startup or the Registry. For the first one, please . . .

     Autoruns for Windows

    Autoruns allows you to Disable problem Startup items.

    Right-click on the Start button --> Windows PowerShell
    Run the following command and post the output.

    Reg QUERY "HKCU\SOFTWARE\Microsoft\Windows\CurrentVersion\Run"
