Good free app for finding and removing duplicate photos?

I'm trying to weed through my photo library that was a mashup of all the images I ever took with any of my cellphones (minus a dark time where I thought the phone saved images to the SD card and didn't realize it didn't until after I wiped it to sell). I used photo sifter to remove bad photos, but I saw that I had a lot of duplicates from images being backed up to a cloud service then having that cloud service collection added to my photo library. Some images seem to have been resized and cropped

What is a good free program that can identify all of the duplicate images and remove them, even if the file name and format has changed and they have been cropped or downsized?

Duplicate file finder scanned the entire photo library and didn't find a single duplicate image even when i am literally looking at them, and SimilarImagesFinder was blocked by smartscreen then proceeded to demand administrative privileges even when running as a portable app and overall seems exceedingly sketchy.

not free though.

They have a free duplicate finder too, but it can not find similar images only exact duplicates, but it has internal preview and is useful for images too:
