    This application only runs under WinPE or WinRE (Explorer)


    Hello all,

    I just got a new PC, installed Windows 10, updated them and I cannot seem to use Explorer within any apps.

    So example even in Visual Studio if I click browse I get the error message "This application only runs under WinPE or WinRE" as seen in the attachment.
    It's the same if I create a .bat file and call a certian let's say drive to open. Or in any other app.

    I did a bunch of Googeling but am unable to find a solution. The only one I found stated to replace the explorer.exe in C:/Windows/system32 with the one found in C:/Windows. I replaced it, but it has no effect. If I just simply click on the Explorer.exe that is located in the system32 directory I get the same error, after replacing it it opens up the explorer but still no software can use explorer.exe

    It's Windows 10 Pro 1909 (18363.815).

    Any help is greatly appreciated since this is driving me mad.

    The Open & SaveAs dialogs called up by applications do not use explorer.exe itself but the Windows Common Item Dialog.

    I suggest undoing all the changes you made before so that Windows is in a normal state.

    I assume, from your description, that you have not been trying to edit the dialog [using, say, gpedit or WinAero].

    Just to quickly bowl out the possibility that the problem is a symptom of faults in the particular applications you referred to, try an Open/SaveAs in Notepad.

    If the problem happens in Safe mode then
    1 Try SFC-DISM
    2 Try a Repair install

    If the problem does not happen in Safe mode then try Clean boot to identify the culprit.

    I've not seen that problem so the questions I have are: Did the new computer not come with Win10? If not what is/was the Source of the install disc or downloaded file? There are sources on the 'net that may offer different from what one needs. I haven't had problems with Microsoft's MCT/Media Creation Tool [browser Search], a rather small program that is downloaded then ran which leads to getting the latest Released version of Windows.

    Thank you for your reply. This has been a problem since the install. After installing Windows the first thing I did was change the language to my native one, and updated it. After the update this started happening.

    I forgot to mention I already did the SFC-DISM with no luck. I shall try with the Repair install and report back.

    The PC did not come with an OS.
    I've downloaded the ISO directly from Microsoft and used their creation tool.

    So the issue is the newest Slovenian translation for Windows 10.
    Changed to English and everything works. As soon as I flip up to Slovene the problem occurs again.

    Update:

    Everything was fine for a few days, now the problem has popped again. Changing the languages does not help this time (since I left it in English).

    The 2 Try a Repair install works for a bit (1days) and than the same thing happens.

    Any other suggestions?
