Well I broke down and formatted / re-loaded the laptop. Keyboard worked all the way through the setup up until I was actually in Windows. Now it does not work again. Downloaded and installed ALL...

Confirmed it is not hardware as keyboard and touchpad both work in boot-able...
Keyboard and mouse both work in BIOS, and boot-able discs like Linux or WinPE so it's not hardware. Tablet mode and battery saving mode are both off.
I have tried the power reset a couple times. I did download misc drivers from the HP website. I tried basic chipset, virtual buttons. Any idea what others might specifically relate to this?
