Really not applicable to my situation, Paul Black. The issue happened during creation of a Win PE bootable USB stick using the tool with the AOMEI program itself.
This is the second time I've tried AOMEI and the second time I've been burned by it. Here's the latest episode:
I have two external hard drives (G: and H:). Last night I installed AOMEI and did...
I could have done that (and have in the past), but I was trying to identify what had caused the Start Menu issue, so I took the incremental, version by version path. I was honestly surprised that...
Well, I fixed it via drastic means. I used Dell's OS Recovery Tool to restore my desktop back to factory defaults, then proceeded to update Windows from 1803 to 1903 to 1909 to 2004. The Start Menu...
I couldn't find anything on it, either - it's why I came here. I really thought it was an issue specific to my unique hardware setup. Since others have also reported the same issue in this thread,...

I only noticed the issue beginning with 1909 and continuing on to 2004. So, I'm not surprised you haven't experienced the problem with 1903 - I didn't, either.
I noticed this in version 1909 and it continued into 2004. When I right-click on an app in Start (command prompt, for example) to run it as administrator, the app comes up but the Start Menu does...
Perhaps the problem with the 2nd update is that the .CAB file consists of exactly 2 files - acmigration.dll and appraiser.sdb - and there are missing files related to installing?
I had the problem today. I fixed using the information found here:
