Thanks nushydude! Though I first tried your steps and at first it didn't help, I started adding back in my users folder and eventually after waiting around enough I can finally search my settings....

Add me to the list. I upgraded from 7 to 10 yesterday, start menu / cortana search won't return any control panel results. I've tried:

I have less than 500 items
I've stopped/started windows...
