How do you change from PowerShell to Command Prompt using file explorer ?

Just wondering what opinions are on System Mechanic Pro.Do you think this will improve computer performance or make it worse.

Tried installing latest version windows would not work.So I went to download page went back about 4 updates installed it ,and then updates worked in settings and windows activated
