Okay, it turns out, that Catalyst Control Center is the fault of the problem, if you have switchable graphics...
The newest update for the CCC which can be found on windows updates has this error...

I have a weird error using Windows 10: I cannot change / adjust brightness at all. I have the latest updates for every drivers, programs and all, not sure why the system does this....
