I've fixed the problem. When you reminded me to check if it was only my desktop i figured i would go to the cmd and check ipconfig. There is saw under ethernet DHCP was disabled. Thanks for the help

Sorry yes. Forgot to add that my phone and laptop are able to connect while my desktop hooked up to ethernet cannot
