I had exactly the same problem, ran this upgrade (1511) through Media Creation Tool (I used "Upgrade this PC" option) and that sorted out the problem.

Actually the problem with update schedule was sorted somehow, while when I've tried to run WUfix file it was blocked by Smart Screen
