Do you claim that you can change this registry key by running regedit as TrustedInstaller or System? In that case, not. you cannot change it without safe mode.
Well, actually the posts above provided information on how I can disable temper limitatios using safe mode, which I actually did and uninstalled the defender service.
I note though: deleting...

This option is still there and can be enabled via registry. Explorer Patcher and Folder Options X utilities can do it.
I know only two programs that do it: DeskSoft WindowManager and ShellFolderFix. The both are not perfect. Windowmanager is paid, and also it confuses folders with the same name.
Because I see the boot menu each time I turn on the computer. Also, shutdown takes long time with the screen not going black (in case of fast shutdown the screen goes black immediately).
I have the same problem on Win 8.1.
Also hibernation works but fast startup does not. Also shutdown time became high and the screen does not go off. Also there are no errors in the logs.
I want to add than hybernation works as it should, only fast startup does not.

The system always makes full boot on startup. I tried to restore to a saved point, but it says it could not retrieve saved information.
I feel the file system could be broken. How can I fix it?...

You can disable folder thumbnails in Win 8.1. I do not know if it works in Win10 as well.
Disabling folder thumbnails | WinClassic
No, Aero does not take gigabyte.
It is unclear what you want. You can enable Classic theme. You can also disable DWM if you wish. What exactly you mean under bells and whistles?
Anyone mentioned "Classic Start" in this thread? Are you trolling?
These guys who on every question, even unrelated answer "Classic Shell" sometimes become very annoying. Yes, Classic shell is a good program.
