I have had this situation and it seems to come and go. The temporary solution is to open a command prompt as administrator and type in:

Net Start "Print Spooler"

Thanks, Lert. So far mine is working with dropbox, but I'll keep an eye on it.

I just deleted Dropbox and I got the Start menu back again. I'll try to reinstall and see what happens.
