How do I set this CPU to be max 3.5 ghz and keep my intended / designed 1600mhz memory speed rating? The lowest my board will let me set it is 3.6 ghz even if I use the blck freq setting to lower it...

I had trouble bringing it down to "3.5". There doesn't seem to be an option to turn off "Turbo" mode. I had to cut back on the blck freq as it wouldn't allow me to drop the core ratio below 36....

I disagree, since this is coming straight from intel, but for the sake of argument, I have turned off turbo, even though intel designed it this way.

Actually max rated speed for this processor is 3.9 ghz. I asked about that earlier. That is the "turbo" speed of the processor. It's well under max speed

So should I switch them around? I only have two intel sata 6gb slots, 4 intel 3gb and 2 asmedia 6gb slots.
