I noticed that Windows Update has had indigestion with the latest Cumulative Update (2019-04 Cumulative Update for Windows 10 v 1809 for x 64 bases systems...
I had this happen today on the restart after a cumulative update had installed. I pressed the Esc key and that got things working normally again.
It is annoying that turning the input selector off didn't fix it in the first place.
The way I have found to remove this annoyance is via Settings > Time and Language > Region and Language
I guess like me you have English United Kingdom installed so will have that and English...
That looks great bricko just what Microsoft should have done before releasing Edge
