This is what I did to solve.

Changed account from Standard to Administrator.
Decrypted System Volume
Tried Windows Update, it sat there at Downloading 0% for hours.
Updated using the TestBench...

I tried to update using Windows Update with my account as Administrator and it failed again. I then downloaded the ISO and tried to update with that as Administrator and I get this:

I've had whole disk encryption for years with WIndows 7 and Windows 8 and I never had a problem until now.

Guys, really sorry about this but I really should have mentioned that I have veracrypt installed with the system drive encrypted and my D and E drives whole disk encrypted. I guess this changes...

I downloaded the media creation tool from Windows 10 and get this:
