The powershell command below will fix everything (I had the same problem).

Get-AppXPackage | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml"}

Here's how you fix it.

Restart you computer. Login.

Hit Ctrl + X goto Command Prompt (Admin), run powershell.
Or Hit Ctrl + Alt + Del, Select Task Manager. In Task Manager, goto File > Run New...
