I found it automatically shows up when you have a UPS plugged in, as then Windows thinks it's a laptop all of a sudden. =/

As mentioned in the original post: I have a desktop computer with built in WiFi and Bluetooth.
This is affecting a desktop computer, not a notebook.
Sadly... on desktop machines, there are no hardware FN keys that enable/disable wifi, etc. (not to be confused with the regular F-keys)

I am having this same issue. Airplane mode stays on, this disables the detection/display of WiFi/Bluetooth on a desktop machine.
