Yes, this was reported earlier today. Download the new beta 4.2.7, which should work on 32-bit as well.

No, enabling the start screen in 10 is not planned. In fact, currently there are no plans to do anything with live tiles.
Your best bet at the moment is to use the start menu in maximized mode.
