I know about this tutorial. It is not suitable for Windows 10 Home edition - There is nor Local Group Policy Editor in this edition, neither other code lines in the registry to configure wallpaper.

Not on a domain. There is a lockscreen wallpaper, which works well (can change it).

Cannot change background image on Windows 10, and not because I don't know how. It simply is not working!
