I spent a LOOONG day at work some time ago trying to upgrade a Win 7 Pro machine (Lenovo desktop).
The machine was delivered with the standard downgradable...
My 'Hey Cortana' was apparently already switched off. Since I don't use an MS a count to log in, I never bothered to check.
They both use Windows Search :)

It seems that MS have enabled desktop emulation in Win10 Mobiles - but neglected to tell anyone how the heck to flip the switch either way.

That sort of thing implies that there's a possible problem with the BIOS - try resetting it to defaults
SOunds like maybe a driver problem - try booting to Safe mode, then checking Device Manage.
SFC found and fixed 4 problems.
As far as I can tell you appear to have used incorrect syntax in the DISM command (the wrong drive letter).
Beyond that I have no real ideas :(

I may have found the trigger....
Open an Elevated Command Prompt, and run the following commands...
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer
...
It should in theory fill up - perhaps the setting for the number of entries is wrong? (not sure where that is, though :( )

I'd delete the full content of the key (but not the key itself) just...
Problem solved - it was the dregs of the pre-installed McAfee!!
Ran MCPR and everything worked fine.
64GB USB (NTFS) thumbdrive - worked fine until I stuck it in a 'new' Win10 machine - the drive then came up as uninitialized :(
Thought I must have removed it from the last machine without ejecting...
