Since it's not Malware i am all out of ideas, except to do a clean install ! You can still keep all your documents & Pictures ! Go to Windows 11 and there are all kinds of Tutorials !!

It is from Avast, my suggestion is to use the Uninstaller to remove Avast then see if you get that message !

FreeMind .......... you can not delete Windows Defender is is part of MS operating system's ! But you can disable it ! That i do not recommend ...... seen it to many times stop an intruder/bad things...
