What Antivirus are you using? Possible conflicts, suggest you disable and see if it's your antivirus, make sure you enable Defender.
Have you looked at your antivirus? A few people myself included fund this was a problem.

A lot of issues on the Mail App seem to be caused by Antivirus programs, for me I stopped Malwarebytes loading on start and Mail app is working with no issues, just using Defender and manual...
Go to your email client via your browser, log on to your account and make your required changes. When you next use your Mail App new folders will be visible.
Correct, until its fixed I will just use MBAM on demand, Mail has not missed a beat since turning MBAM off. Its working for me but it seems lots of people are having different antivirus issues.
