Well, that's actually normal and just the way Windows does it. I always assumed the "device not started" part is just a snapshot of the driver installer at the time it was copied into the driver...
The 12. one appears to be the APO2 one, while the 11. one (1096) is the normal one.

Simply put, the software components make the sound enhancements possible for the UAD driver. The driver itself would probably work alone, but then there would be no equalizer, loudness control, etc.

You can update the driver and software components put there by a pal1000 package, using Device Manager's "update driver" function just fine. There's nothing really special the pal1000 install does...
They make the effects like equalizer, environment, etc. available.
