The software that's consistently having this problem is Nagarsoft Direct Access, a text expander utility I've been using for years.
Cannot open a couple of apps following the recent update (1703). Error message: Exception from secondary thread - app will terminate.

Have been thru this several times - sometimes the setting holds, other times it doesn't. And sometimes the setting is lost even without a reboot.
There's no alternative default being set, so I guess we'll leave everything as is. Sure would like to speed up the opening of that folder though. It opened instantly in previous Win versions.

Update: After a restart the tooltips are no longer working.
It's now identifying the network again. That's what I mean about Win 10 - it's just flaky, never know what's gonna go wrong next.
Restarted Windows Explorer, tooltips working again - except that the wifi tooltip just shows "internet access" - does not specify the network as it did previously.
Already tried the reset, worked for a short time, then stopped working. No tooltips appear when hover mouse pointer over icons on right side of system tray (battery, wifi, volume control)
Looks like I spoke too soon - it's gone again. Seems to come and go randomly, sometimes works again after reboot and sometimes not.
Thanks, this worked for me too. Seems like one or another of these odd problems pop up every day in Win 10 - weird stuff that I haven't seen in 20+ years of using Windows.

So far, the best solution I've found is to disable DPTF. Not sure why this works or whether there are downsides, but response times and other issues are dramatically improved.
