I'd start with inspecting Task Manager to see if CPU, RAM, and disk activity are high.
What services and processes seem to be using a lot of RAM or CPU?
When did this issue begin?
One of the manin reasons is if you have 5400 rpm hd get a SSD £30 for 500gig and it will zoom along done a few and its a massive differance

Considering an SSD makes sense: I can purchase a 500GB SSD for my HP laptop for $56.99.

Consider some troubleshooting ideas

On your RAM (72% is in use), you might want to upgrade from 4GB to 8GB.
Those are my ideas at this point.
Some members have excellent troubleshooting procedures they can recommend.
What model Optiplex? If its an old 3 digit model, dump it for a 4 digit model. The 3 digit models, e.g. 760, are not certified (no drivers) for Win 10 by Dell. Many are sold as used/refurbished and even with Win 10 installed but how well they work or compatibility is iffy.
We see a lot of problems with the old Optiplexes on the Dell community forums.
@walleyeblugill, fireberd's comments in post #8 are important to know about.
In my case I have a 3-digit model Dell Inspiron 580 and it runs fine.
--- At the same time Dell's Support Assist wasn't helpful and was counter-productive in attempting to keep my Dell Inspiron 580 in good order and I believe it was related to what fireberd brought up.
Seeing as how you have only 4GB RAM, it's possible you have a 32-bit system which means that you cannot upgrade to 8GB RAM.
--- Either way w/o knowing more, even if an SSD is helpful I suspect it will make sense to consider purchasing a new unit as you have mentioned.
