Could you try disabling SuperFetch? But I guess this would also slow down the computer... It is trial and error...
In 1809 & higher releases of Win10 (including LTSC 2019) Superfetch is renamed to SysMain

I change Superfetch or SysMain service startup type (in services.msc) from Automatic to either Disabled or Manual.
only provides a very small drop in performance but could make things more stable, especially when running Win10 on very old hardware along with disabling fast startup

    recently mentioned on Windows Latest-

Windows 10 is getting faster in next feature update

Windows 10 May 2020 Update actually feels faster if your hardware is equipped with HDD, which is an old generation storage device that uses mechanical platters and is usually slower than SSD hardware.

If you read the article you will see that that the new version of Windows will schedule disk indexing so that it will not run when are using your drives a lot. That should help hard drives most since they are slow in the first place. In any event SSDs are at least an order of magnitude faster than hard drives. No tweak to Windows will ever change that. For a lot of people replacing the mechanical hard drive drive with an SSD is the easiest way to speed up their old computer.

In case anyone is still interested, I saw a question about the Intel Atom N270, so I dusted off my old MSI U100 and Win10 1909 runs fine on it. Obviously, with the WinXP it came with, and the programs from then, it was a bit smoother (started it from a 7 years hibernation state). So now it will have to be a small storage "server" from some IP cams.

I had installed Windows 8 32-bit in an Acer Aspire One netbook with similar hardware. The only issue was that the modern Metro start screen would not work at the native 1024x600 screen resolution. I could only use it in desktop mode with only desktop applications. That was until I used a Registry hack that enabled 1024x768 resolution squeezed at 1024x600 to fit the screen. I then could access the Metro start screen and any modern Windows app. I believe running Windows 10 is even better on these netbooks. If the disk is a 2.5" SATA you can replace it with an SSD and be much faster.

Putting 8 on it is a bit much, Graphics will be slow, I decided to leave my 32 bit Acer d150 2gig ram
at Win 7, much more responsive.

If your happy with win8 adding a SSD will help and shutting off animations will help more.

My Acer Aspire One is a D270 with 2GB RAM. Its Atom N2600 is a dual core 4 thread processor, which helps it run 32-bit W10 1909 well enough to make it a useful 'take anywhere' web browser. The down side is that there are no suitable graphics drivers for the N2600 so it runs the Microsoft basic display adapter. As thomaseg1 says, turning off all animations helps.

Availability of graphics drivers depends on chipset. Models with Intel 915G chipset have no WDDM (at least Vista) graphics drivers. Windows 8/10 will not accept Windows XP graphics drivers (XPDM) and the only option is using Microsoft Basic Display Adapter without hardware acceleration. This is very slow! You better install Windows 7 instead and use the XP driver to have some hardware acceleration. For models with Intel 945G chipset (like mine) or newer chipset, there is a Windows 7 WDDM graphics driver with full hardware acceleration that also works in Windows 8/10. With that driver installed performance is comparable to Windows XP.

Should I stay away from Win7 SP1 on a low spec pentium-M? Is SP1 much slower than the initial release of Win7?
