Also incase Not Myself does not know yet, MS released a small new update yesterday. Might want to install the update at some point too.
Thanks. As it happens, I saw a notification of this update on one of the sites that I visit every morning. Judging from the included description of the update, it likely would have no bearing on my problem nor on its solution. Nonetheless, I decided to see if I could download and install it.

My first attempt failed. I started the process, was only away from the computer for a short, if untimed, interval; when I returned, the update process said that the install had failed. I decided to try once more. I watched that attempt, which certainly took much longer than the first one, and it succeeded.

Wow @DavidY that's super, your post on VSSTrace!
I'm tempted to do that next, but, based on the OPs post #150, I am now wondering if we shouldn't do the repair install first, to get Avast off and Defender working again. Of course, we could do it now, and do it later if need be. Your thoughts?
@Not Myself: Comodo Firewall, (if it is indeed the firewall function only), does not prevent Defender from running. Defender is the in-built AntiVirus, and Windows Firewall would be what is disabled by Comodo. Avast would disable/replace Defender.

Assuming your computer is behind a router firewall, we should be fine for a limited amount of time with no protection on the system - just have to be careful what you do on it while in that state. I would install Malwarebytes Antiexploit Free, (if you don't have that already), to help protect the browsers.

Are there any other major changes you've made to the system of which we should be aware? Cortana perhaps?

@simrick, while the VSSTrace stuff is interesting (and it would be shame not to use it ), my fear is that it will say something like "process failed at stage x with error code y" and we'd be none the wiser. So I think perhaps go for the Repair install.

Although as someone else said (can't find the post on a quick look), a clean install might be the ultimate answer, but there's a daunting list of stuff to reinstall. (I'm looking right now at a computer which really needs a clean install, with about half as many applications as the OP's, and I haven't managed to steel myself to reinstall/ reconfigure everything.)

Well, I am sure that you would admit that I was close; Avast! it is, and yes, the router firewall is active, so that sounds acceptable to me. Trying now to figure out how to remove DellDataVault; search turns up conflicting information, such as doing it the Settings/Apps or Control Panel/Programs, as it does not appear in either place. I just found instructions from Dell, but they refer to earlier versions of Windows, where apparently the Vault does show up in Programs.

I cannot think of any major changes I have made. While I don't use Cortana, I have never bothered to even remove its icon from the Task Bar, much less disable/remove the program. I don't know why that is, other than that it is what is.

I'm getting close to being as ready as I shall ever be, just keep getting delayed by taking the time to peruse my printout of your list of things to do to prepare. As you provided the list, then the delays must be your fault.... Back to being serious, I think that the Dell removal is the only thing remaining.

Windows Firewall, for example, is always on, a left-over from Windows 7, when I learned that with Comodo installed, Home Group would not work without the Windows Firewall also being in use; again, I have never bothered to even try Home Group with Windows Firewall disabled.

Oh, yes, another question: You say to determine that the Security Center is functioning properly. I assume by that that you mean Control Panel\Security and Maintenance.

You're probably right, although I have to admit, my curiosity gets the better of me.

All right, we'll try the repair install next. I think the OP is just about ready.

Yep - if the repair install fixes it, we'll never know what the problem was! (Which on a practical level makes it harder to fix next time, I guess.)

It should show in Control Panel>Programs and Features, but it will also show up in Ccleaner, and you should be able to get the uninstaller running from there as well.

    Okay.

Let me know if you can't get it uninstalled through Ccleaner either.

I only have experience with Comodo Firewall from about 12 years ago, so I can't speak of the issues you mention with it and Windows Firewall and HomeGroup, but I would think that having 2 firewalls active concurrently would be a problem, no? Wouldn't they fight each other for control?

    Yes, that's correct.

Please go here and download the W10 ISO to your Desktop.
    Windows 10 ISO

    Select Windows 10
    Then select your language.
Then download the appropriate bit depth for your system.

Okay so, when you're ready, please give me a rundown of the checklist from post #115:

Dell Data Vault/Genie Backup Manager/WD Smartware/Avast/Comodo/TrueCrypt all gone?
Process Lasso is not an issue?
    Fast Startup is OFF?
Security Center/Defender/Windows Firewall are all ON?
Ccleaner has cleared out the registry?
CHKDSK (in read-only mode) found nothing both times?
sfc /scannow reports "no integrity violations found"?
Macrium has been uninstalled and reinstalled?
What happened when you tried to delete restore points via Command Prompt?
Is System Restore ON? If so, were you able to create a restore point?
Did the clean boot make a difference? (Did Macrium again fail even with a clean boot or no?)

    Thanks!

p.s. and all the while, the WD hard drive is disconnected, right?

That's a longer list than I have, which shows that I'm not as close to being ready as I thought I was.

    1. DellDataVault has not been removed. CCleaner tried, could not find the .msi. Thanks to Everywhere, I located and told CC where it is. I have tried three or four times since then; each time, CC runs without asking for the location of the .msi, but never removes the program.

    2. Process Lasso has been removed. It is a memory manager, easy for me to reinstall.

    3. Fast Startup has been off since around 0445 local this morning. That was one of the first things I did after waking the computer, did not want to bring the Wrath of Kahn down upon me (and I'm not even a Trekkie.)

    4. Security Center and Windows Firewall are on, but as Defender is not on this machine, it is, of course, not on.

    5. Did not know about running CHKDSK again; shall do so. I ran it once in full find/repair mode, nothing found.

    6. I've not run sfc /scannow for a day or so, but did so three times in succession then, following the instructions in one reply in this thread; nothing found.

    7. Macrium was removed; I will install it again.

    8. How would I try to delete restore points via Command Prompt? (Sorry, don't recall seeing that step anywhere, not that I don't recall would be considered unusual.)

    9. I just tried System Restore, and there has been no change: The System Protection tab is greyed out, and I get the same pop-up MS error code message.

    10. Clean Boot? Not even tried; again, sorry, did not know that I was supposed to do that. Shall add that to my remaining task list.

Jumping ahead a bit: The ISO download is about 50% completed; when finished, what do I then do?

I just ran chkdsk, which reported at least one error, so I am going to have to run
    chkdsk C: /f /r /x ; I may be a while before any further report.

    chkdsk C: /r is enough.
