Cannot create manual Restore Point, nor read current ones >deactivated

Hi, really annoying, because I always create restore points when installing software.
I tried the following command, in case, but no results:

    > sfc /scannow
    > DISM /Online /Cleanup-Image /RestoreHealth

    What can I do?

    Thanks

It's not a fresh version, running for a few months.
But good idea to repair with In-Place Upgrade.
Will try and let you know.
    Thanks

Check out Windows Repair Tool (Free) too ...perhaps it is a Permissions Error , I have used the WR Tool for permissions Errors before with good effect.

AU turned mine off and deleted all previous Restore Points.
Had to re-enable it and create a new Restore Point.
