Is the BIOS is up to date?
No, I"m still using the old BIOS. BIOS for my motherboard that is specially for windows 10 is not available. My motherboard is ECS (model H61H2-M2)

I tried updating the BIOS too of my motherboard, but I got the ROM files error.

Check to see if you can replace some vanilla driver(s) with improved ones (maybe from the hardware manufacturer).

I guess you're talking about motherboard drivers. I have already mentioned that ECS hasn't made drivers for windows 10 for my motherboard. Rest others are sound, LAN, drivers. I don't think those ever slow down the startup.

I heard one year ago from somebody that windows 10 unknowingly seeds the install files from the PCs running these windows to the PCs across the world that don't . This is used for Microsoft's peer to peer sharing of windows 10. This slows down the startup. Is it true?

    No, this is not true.

    Where does it get slow
On the boot screen? Usually caused by SATA drivers
On the desktop? Usually caused by startup apps.
On the login/welcome screen? Usually caused by a fragmented drive

    Try Windows 8 drivers.
