99% CPU from Client license platform migration tool

I'm new to these forums and not sure if this topic belongs here (sorry if it doesn't):

Since updating my PC from Win 7 Pro to Win 10 Pro (via clean install from the November update Win 10 Pro ISO) I regularly get a process called "Client license platform migration tool" Clipup.exe running and using up to 99% of my CPU for a few minutes. Basically, I'd like to get rid of this, because it's slowing down my PC immensely and it's also happening while I have other applications running in fullscreen (like games, movies etc). I couldn't find any info regarding this process except a lonely reddit thread, so I'd very much appreciate any insights from the people here. Thanks in advance for your replies.

PS: Automatic updates are enabled + I'm using Norton Security which has had some minor issues with disabling the Windows Firewall, but that seems to have been fixed (I believe there was an official statement somewhere saying as much, too)

Please, from an elevated ("run as administrator") command prompt, run

slmgr /dlv

post the results back here - there will not be any uniquely identifying information in the results window, so you don't have to blank anything out.

Well, the good news is that you have a proper and permanent Windows 10 activation. I was suspecting that maybe the reason for clipup.exe running periodically was due to a recurring KMS activation scheme.

The bad news is that since that is ruled out - I have no idea. @Superfly is the resident activation and license expert, maybe he can help us out.

Clip.exe is the process that checks digital activation (and all other store licences).
Clipup.exe is a new one to me - I assume it's specific to the upgrade and may be corrupted - it can be deleted and will repair itself as windows has a built-in mechanism (to prevent tampering) to repair it's licencing files.

Just deleted the exe file, will update thread if that solves the problem. Thanks for your reply

Since deleting the file I haven't had issues, which doesn't completely rule out, that it will happen again, but so far it's looking good. Will be marking this as solved + thanks again for your help :)
