Going to go nuts before this is over, here is where I'm at. I can log out from task manager and get the lock screen with date and time. If I log back on I get the welcome screen then black screen, like the video driver is not loading. Must be a way to uninstall or update driver.??

This sounds like something with Windows explorer not loading, may not have anything to do with Display adapter drivers since not working in safe mode either. Chances need to try inplace repair install or a reset as something maybe corrupted in Windows.

Advanced options if you can access it from booting from Windows 10 media.
You can first try a system restore point if you have one before this happened another option is a startup repair.
Other then those reset or i can make you try an inplace repair install, or rather then any you can always do a clean install similar to reset in Advanced options but without choice of saving any settings or files.Always need to have important files backed up.

Here is where I'm at now, still have the black screen after log on. I can get into task manager and open any program with new task and it opens the program. After I close the program black screen is back, if I try and open Explorer.exe from new task I get Error performing inpage operation. So I think we are getting closer on a fix,not sure how to fix the Explorer.exe error? Should I try a CHKDSK C: /R from new task? Any more suggestions I can try?

    Diagnostics Test

     System File Check

    Please try following:
    • Open an admin command prompt
    • Copy/paste "sfc/scannow" (without quotes) and press enter
    • When it finished reboot your system
    • Open again an admin command prompt
    • Enter sfc/scannow again

If sfc/scannow says "Windows Resource Protection found corrupt files but was unable to fix some of them" after the second SFC, please upload the cbs.log file located at {windows partition}\Windows\Logs\CBS\, if the file is too large try a 3rd party uploader like dropbox, onedrive, google drive, mediafire etc.
System File Check(SFC a.k.a. Windows Resource Protection) needs to have your system rebooted in order for sfc to try to fix the problems that it finds.

Type cmd and check to run as administrator when you open a new task in task manager.

As I expected, the explorer.exe file is corrupted.
Also a dll for Windows video is also corrupted

Please try following command in admin command prompt
    Code:
    DISM /Online /Cleanup-Image /RestoreHealth
If there are problems with RestoreHealth, please follow step 6 or 7 (depending on the file you have from the download) from the tutorial DISM - Repair Windows 10 Image - Tutorial
When restorehealth is succesful, run the sfc/scannow command again, reboot and run sfc/scannow again. Let us know what the result is :)
    Code:
2016-03-05 09:58:15, Info CSI 000037ac [SR] Cannot repair member file [l:12]"explorer.exe" of Microsoft-Windows-explorer, version 10.0.10586.104, arch x86, nonSxS, pkt {l:8 b:31bf3856ad364e35} in the store, hash mismatch
