Since installing a Quality Windows Update 2022-10 Cumulative Update Preview for Windows 10 Version 22H2 for x64-based systems (KB5018482) the problem appears to have been fixed. Early days yet I suppose but have had 2 restarts now without the Task Host stopping background tasks problem on shutdown.

Am going to print out the fix given by intrepid1 as a backstop in case it fails again.
