Right now, does the 860evo has Win 10 or it's just a data drive?

Open a CMD window as administrator and type:
    bcdedit

    Paste the results here.

Also I tried (moded bios v305) setting pcie generation number set to 3 (Gen3) and speed x4 but with no luck.

I think you're comparing a working Win 10 (on the NVMe) with a fresh and clean install on the 860Evo.
When you do a fresh and clean install there is almost no startup services and programs. Then you install antivirus, Chrome, Macrium reflect, Skype etc. All them start with windows, making the startup longer. BTW, my computer startup is 25 sec, so yours isn't abnormal.
If you want to find out what are the startup programs, hit ctrl+shift+esc to launch task manager.

At first I installed in both cases fresh windows 10 and 11 with no additional softwares,I installed only drivers. Also tested with additional softwares vs fresh windows and the results are the same.

I recorded video on 860evo sata and 970pro as well.

From your 2x videos I have identified 3x separate issues that is hardware related.

    1. Boot logo to desktop 860, 4 to 14 seconds.
MBR BIOS usually gives this speed on NVME MBR or SSD MBR.
Ps. You mentioned both is GPT in what could be pure UEFI mode.

    2. Bios or UEFI searching for a bootable drive 0-11 Seconds mark in the NVME video with NVME 970 installed.

    3. Actual boot segment on the NVME 970 from 11 Seconds boot logo to Desktop is real boot time attributed to the NVME 970 = 25 seconds logo to desktop.

    Notes:
    2. I presume Asus has a dual boot mode of ( 1. BIOS + 2. NON CSM UEFI ) + a 3rd. Pure UEFI boot process vs other laptops having 1 or the other, bios or UEFI only boot mode. No idea.
This might explain the 0-11 seconds delay searching and thinking before anything happens.

    1. Asus Rog Logo to 860 Dekstop, 4 seconds time mark to 14 seconds desktop video mark, only way to test this perfect same setup on the NVME 970 is with a trail version of Acronis True Image, or if you have a Sandisk USB / Western digital drive, and download WD True Image free version.
Not sure if Samsung has their drive copy app, used to be " Samsung Magician " or something like that.

Steps, install any Acronis True Image 2016-2021 versions onto any working copy of Win 10 that will boot.

In Acronis True Image select backup, disks, and select only the 860, in settings set to 1 full backup, no incremental funny business.
Destination = 970 desktop or C: = 970 NVME, let it make a TIB backup archive.

If you have a copy of the Acronis True Image iso file make a bootable USB or a Ventoy USB and copy onto the USB this ISO file or
in Acronis True Image there is a option to make a bootable rescue disk, normally the linux one does not need to download anything extra. It can even make a USB rescue disk from a menu / tools / advanced option in some versions.

You will need such a USB to boot from.

When completed copy this backup TIB archive back onto the 860 and reboot the laptop selecting the USB as boot drive, Clevo F7 Button, others F12 or ESC or DEL button to show the disk drive boot menu.

Boot menu hos up, select 1. 64 bit version.
When it is in Acronis True Image Rescue CD/USB mode select restore and browse to this TIB backup on the 860 drive, select destination as 970 and let it restore and click the shut down when complete option.

Process normally takes 10 minutes on clean Win 10 install as backed up data.
Win10 x64 TINY by NTDEV install has a backed up 2.5gb TIB size +/- 5g on disk footprint, so it completes in +/-1 minute.
    Larger takes longer 10+ minutes.
10 Tiny NTDEV / LTSC Enterprise ends up nearly same 2.5gb TIB or 5gb installed on disk footprint.

So backup is restored onto 970, as in a type of a cloned copy with above steps, very important vs actual clone button function in Acronis True Image.

Clone function will somehow make the system think your 970 has the serial number finger print code something of the 860 and then when both 860 + 970 is in and active the bios will be confused, something in this general idea. That is hy the long tep above.

Now again boot the laptop, again press the F7 or F12 or ESC or DEL to get to your BIOS disk boot menu and boot from the 970 NVME with 860 data on it.
It will replicate 100% partition styles GPT / MBR / everything except on the faster NVME 970 and its speed benefit.

If you get the same 860 boot speed on the 970 then the problem is some settings in BIOS and possible what partition MBR vs GPT vs .... ? is or was different.

    3. Test boot process from 0 to desktop and compare times with what you found in your videos.

If the 970 does the same 37 seconds power button to desktop with 860 data on the 970, then bios bios bios and only Asus Rog will be able to resolve that issue.

    Hope this helps.

Tried on TUF z490plus got max speed on benchmarks but still slow but not as much as my laptop.
Also tested 2 more 970pro ssds and got the same result.
