win10 having issues with windows time slicing

this is an annoying problem I've been getting awhile. this appeared after windows update a good while back. not sure exactly when, but definitely after jan. 2019.

I'm on some program doing stuff. next thing I see happen is the window shifting else where to another program I have open in the background interrupting what I'm doing. its also affecting some of the game playing and drag/drop maneuvers within windows folders and email.

    what's causing it?

By this, do you mean that another program is taking the focus away from your current app and is now the app with focus on it?

If so, is it always the same app that does this? I've encountered several apps that had bugs causing that to happen, while other apps do it on purpose to gain your attention (in a really annoying way, IMHO).

Search on "focus stealing" to learn more about this.

A long shot, do you have "Adjust for best performance"> program.
Setting in control panel>system>advanced system settings>advance tab>settings>advanced tab.
