    Yes! I solved my problem by cutting down all the possibilities. I didn't have any of those fingerprint, biometrics apps on my laptop as suggested to disable by others, so i decided to close everything, and when i closed everything, i no longer had the issue with the blue ring spinning, so i started to open everything again one at a time, and the blue ring spinning thing started after i opened an adobe reader document, and stopped when i closed it. I updated my adobe, troubleshooted for any issues on the adobe app, and reinstalled it. I no longer have the issue!

    Mine fixed when i opened adobe dc, went to help (up the top left), then went to repair installation. It repaired it after about a minute, and i no longer have the blue ring issue, and my adobe is working well Good luck!
