The unreliability is another feature of the problem. There is no fix but sometimes we see a chimera! And don't forget, the master browser doesn't exhibit the problem.
Surprised you don't see a difference with 11102. Mine works fine as it uses NetBIOS.
Is MS aware? See the last couple of posts in the link I posted in #122 above.
I don't know if this fix will last, but here's what I did.
It seems renaming the computer that was missing from Starling to STARLING made it appear on all the network browsing.
You have to do it in two steps, because just changing to all-caps makes Windows think you've chosen the same name. So choose some other name, don't restart, then choose the all-caps name, and restart.
It seems that SMB is now caps sensitive.
Bizzare.

I had a similar problem.
Could not see my NAS. Could not see this computer.
Net view gave me an error.
Solution: Press CRTL + F5. Net view also works now. F5 is not enough.
CTRL+F5 does nothing more than refresh the view in File Explorer. In my case did not enable the ability to see ALL other networked computers.
The best and most reliable workaround for this issue without disabling SMB2 - 3 is to create a shortcut in File Explorer for those networked computers that do not appear. Steps for creating such a shortcut appear below:
To create a shortcut for computers not appearing in Explorer view open a new File Explorer window and click on the View tab, then click the drop down arrow on Options. Click on Change folder and search options. In the General tab look for Open File Explorer to: and select This PC from the drop down list. This will change the view of File Explorer to a more Win 7 like view but you must first close then reopen the Explorer Window.
Locate the This PC entry in the left menu column of File Explorer, click to select then right click and choose Add a network location, click next on resulting screen, now type in the path of the share name on the computer you wish to connect. (Example: \\Server\Share) Click next and Windows will locate the server\share location (if the location in not accessible due to incorrect path or permissions this will fail). Once accepted click Next again and you will be prompted to enter a name for the location, now be careful here as what you enter here will appear in the view of File Explorer. Enter you choice for a name and click Next again.
The wizard will create a new shortcut for you to the network location specified which will appear in the view space under This PC. To create an icon under Network Locations repeat the procedure above with Network selected instead of This PC . You can now open the share folder by clicking on the created shortcut.

Sorry that CTRL + F5 doesn't work for you. Maybe you are on a domain. I am on a workgroup.
Ctrl + F5 is certainly does certainly do more than just F5.
With your advice I can only create shortcuts to shares.
I want the the computers on the network to appear in file explorer, and they do.

Nope, not on Domain on Workgroup. I have tried Ctrl+F5 a number of times doesn't change a thing. This is common, inconsistent results depending on machine. Just wait for MS solution I guess.
I am running 11103. Problem persists :-(
I have a combination here,, Win10Pro main, Win10 Home x2 (laptop and All-in-one) and had an issue that none could get anything shared by others.
The main PC, Win10Pro was originally set up with a Homegroup/workgroup before Update/upgrade to 1511, 10586.71, and everything shared as necessary.
The Allinone was first updated, and after, no print, and no networks even though it was 'joined'.
Then the main PC was updated, and no difference...
I tried (after numerous other 'fixes' seen in various forums) by changing the password to the homegroup on the main, to enable visibility. but the only result was that the other pc's could not 'find' the Homegroup.
Then I looked back at the main PC homegroup and found it telling me that it had created a Homegroup and did I want to join(???) so I agreed and added the password I had just created. It joined almost immediately, and then the other PC were able to join, and Add printers and see shares, both in Homegroup and Workgroup. All pc's are x64 but combination of Home and Pro. But at least they seem fixed now(finally)
