Host file has strange characters. I can't add a host entry?

I was trying to enter a new host file on one of our remote userís laptop and when I went to open the file it showed a bunch of Chinese symbols and wouldnít let me do anything with it? I tried deleting it and then tried to build a new host file from scratch and the same thing happened??? Iíve never seen this before. Any suggestions?

Host File in Win10?
After searching the internet, youtube and the forums I've not found the correct method for locating the host file in Win10. I did go through the typical Windows way, but I've not been able to locate the file in and of itself.
