    apps can't connect out

every time I install a new app, it can't connect home.
It is as if I have a proxy or VPN, but I don't.
    network detection is on.

for instance, I installed Office 2016, but I couldn't sign in to my Office account.
Also Box cloud sync couldn't connect home, and so on.
But all my old apps keep working.

It could be third party security software, could be a messed up firewall rule on the computer or something else. Office 2016 connects to the Office 365. If you can go to Login.live.com, you should be able to go to live.com and sign into your Office online account that everyone gets with having a Live account.

Then why did you post the following? "for instance, I installed Office 2016, but I couldn't sign in to my Office account. Also Box cloud sync couldn't connect home, and so on."

Box.com is a separate account that you have to setup and not connected to the Microsoft Live. That can be anything, including a bad app tile if you are not using the Task sync. You have to use a Microsoft Live account when signing into Office 2016 to sync with Onedrive and the Office 365 side of it. Unless you have a Domain through your employer, which is something totally different, you stated that you cannot sign into Live with Office, but now you are stating that you do not have issues. Which is it?

The Box.com Web Experience was having issues for Enterprise customers back in September, but that was resolved. This information is in the Box.com Community forums.

You need to decide which you want to troubleshoot on here. Box.com you need to use their forums. Office 2016, like I stated before it could be a number of reasons why it is not connecting to the backend of office.live.com or office365.com depending on if you are paying for the Office365 storage and use or not.

Start looking at possible messed up install or third party Internet Security issues, after you have tried reinstalling Office and making sure that it activates after you install it, instead of during. Just make sure that you are signed into your live.com either when you log in or if you use a local account, that you have it set in the System area for User to use only the Live account to access Onedrive, Windows store, Live account.

okay, thanks for pointing me in the right direction in your earlier post, but I don't need to troubleshoot the issue anymore -- it is solved. I defaulted Windows firewall (because deleting my custom block rule did not do the trick), and now, everything seems to work

That would do it. If you are behind your own Gateway, you really do not need to be running a Firewall. Today's Gateways use IPTables and do a good job with the rulesets as long as you do not open up a wide range of ports to allow them to not be Stealthed.

I only use my Firewall when I am on a Public Hotspot, along with restricting as much access to the system by making sure that Shares are either disabled or password protected with a strong password.

being behind my own gateway could mean my private router on my home network?
