You have to go to your anti-virus program and look at the firewall setting. Be sure your network is set to "Private". Mine was defaulted to Public (Avast Anti-virus), when I changed to Private it made the connection work. In other words, your anti-virus could be blocking the Miracast connection.
This was on my PC. On the tablet I only have Windows Defender for anti-virus. I noticed the firewall is set to Private and the connection works on that as well.
