Why can't I access localhost any more?

I am unable to connect to localhost:3000 in any of the four browsers I've tried, including current versions of Chrome, Bravo, Edge and Opera. I inevitably get the message:

localhost refused to connect.
The other relevant bit of the message is: ERR_CONNECTION_REFUSED

I created a Vuetify 3 app using Vue 3 and the current version of VS Code. There were no errors from creating the app. Executing http://localhost:3000 is supposed to make the default splash screen display in Chrome but, instead, I get the error message I mentioned above.

I'm running Windows 10 Home, version 22H2. I've used localhost successfully many times over several years on this same laptop so I'm baffled about what could be wrong.

I don't see any reason why this would be relevant but the timing is suspicious. Yesterday, I had an issue yesterday with copy and paste in Windows: CTRL-C simply wouldn't copy anything to the clipboard. I eventually resolved that by running sfc /scannow. Its report indicated that it had fixed some corrupted files. Is there any chance that this somehow messed up localhost (or that the issue which corrupted the clipboard also impacted localhost somehow)?

Can anyone suggest a solution?

You can't break localhost, it's hard-coded into the TCP stack.

ERR_CONNECTION_REFUSED on localhost:3000 indicates your server app isn't taking requests. Possibly it's not running, it's broken, or a firewall has blocked access to that connection.

If you have another local PC, install the same Vuetify app on that machine and try connecting to it remotely. This will inform you whether the app is broken, or something's wrong with your local PC. Localhost is always a shorthand for your PC, but a number of network services have to be running in order to answer port requests.

I was wondering if the hosts file could have something to do with the problem so I searched my system for it because I couldn't remember the precise name or path. It turns out that my computer has MANY different files with "hosts" as either the complete name or part of the name, often with extensions, sometimes not. I've posted the list below. Do you have any idea which of these is the one that could be messing me up and what, precisely, I need to have in the correct file to make localhost work?

localhost is just loopback for your computer's ip its name resolved instead of numerical.

Err refused will be something to do with the database or what ever it is you are doing. its not port related or anything because you are local. The application is seeing you but telling you for what ever reason that its not going to let you in.

I certainly haven't broken anything deliberately; I'm not that self-destructive ;-)

I'm not using any database in this case. I built a basic Vue app using Visual Studio Code via a few commands and localhost:3000 is supposed to display the splash screen for the app but, instead, I am getting this error.

This is my hosts files. I don't see anything in it that I put in there although I have edited hosts files before some years ago. Do you see anything "off" in this file?

The 4th last line, about docker, also seems to be mapped to 127.0.0.1, the loopback address. I don't know how that line got in there. I *did* try to install Docker a few years back and there's a chance that I even put that line in the hosts file although I don't specifically remember doing that.

However, my localhost was working fine the last time I tried to access it a couple of weeks back and every other time I tried to use it. There were many such occasions, most of which were after I installed Docker, and I had no trouble accessing localhost on any of those occasions. Therefore, I'm inclined to disregard this line in the hosts file as being responsible for my current problem but I thought I should mention it just in case it offered an explanation.

The key issue you're glossing over is your Vue app isn't taking connections, or being blocked. The HOSTS file is a red herring, that file is searched in line order until a string match occurs.

I tried the wget command in PowerShell and got the exact same error message you show in your example. Then I ran the netsh command and got a response of "Ok". I thought I was in the clear but when I tried the wget again, I got the exact same error message AGAIN.

Now what?

This means your app isn't taking connections. Did the same app work at some point before?

Correct me if I'm wrong, Vuetify is only an UI framework and isn't a web server product. There should be some underlying web service that's hosting your app. From the Vue docs, they call this a "dev server".
