I have been with Telenet from the early days, and yes, 12 Mb/s is poor. In the first few months of their service, they had no limitations on anything. Upload speed was the same as download speed, you could download as much as you wanted, and so on.
Although, we sure don't have to complain, because the speeds have been worse than today. I sure don't miss my ISDN connection.
