Anyone have any ideas on what windows 10 is stopping ports with?

Today i was going to make a private counter strike global offensive mini games server for me and my friends to play on. (Which i have done in the past with counter strike source) and so i set everything up and tried to port-forward and then went to check on canyouseeme.org and my ports are never open and they won't come open either. (Saying that for some reason the port did open for around 10 seconds then close but that was only once) Also yes i have tried sending them my ip to see if they can join and yes i have tried changing the port i am using on the server and forwarding it. But it will not open for some reason. I have tried turning my router firewall off and my pc but no luck. (Also tried turning antivirus off not that it should help) Before i updated to windows 10 i could port-forward so easily. My router has not had an update for a while so ik that it is not a new update error. Any help please?

    Hi there

Remember there's also a WINDOWS Firewall -- try (as a test) turning that off too. Then see if there are some rules which will allow you to selectively open ports (remember to have appropriate rules for both OUTBOUND and INBOUND stuff).

Windows firewall settings easily available from Control Panel (yes it's still there --right mouse click on Windows symbol (start menu) and from control panel choose Windows Firewall.

    Cheers

Hey dude yes i tried turning the windows firewall completely off and still get the same results. What seems weird is that the port sometimes opens and most of the time does not. I found this out this morning how it opened for the server once and now it is not working again. This is weird. thanks for the answer though
