I've already sat on the phone with the ISP and they are unwilling to help which is why I've researched the issue on my own. Again, there shouldn't be any issue because both the router and my network adapter are CAT5e and my cable is CAT6, which leads me to believe that Windows is messing something up internally. I will try with another OS/different hardware when I have the time but it's just very bizarre that it worked up until I restarted.
